Addendum to

Memorandum of Understanding

Between the

National Air Traffic Controllers Association

and the

Federal Aviation Administration

 

 

This Addendum is made and entered into by and between the National Air Traffic Controllers Association (“NATCA” or the “Union”) and the Federal Aviation Administration (“FAA” or the “Agency”), collectively referred to as the “Parties”, and serves as an amendment to the original Memorandum of Understanding (MOU) dated September 18, 2002 pertaining to Cru-X and Labor Distribution Reporting (LDR).  This addendum has the same force and effect as the contents of the original MOU and should be read in conjunction with and, as part of, the original MOU.  For the purpose of the original MOU and this addendum, NATCA refers to the following bargaining units of NATCA: air traffic controllers, traffic management coordinators and NOTAM specialists.

 

In accordance with agency policy on verification of employee attendance, section 5 of the September 18, 2002 MOU is hereby amended to read as follows:

 

An employee will appear in the On Duty list in yellow, either at the start of their assigned shift if no action is taken, or at the time a manual sign in occurs, if different from the scheduled shift.  The yellow highlight will be removed when an employee appears in the On Position list, the Other Duties list, the Operational Supervisor/Controller In Charge (OS/CIC) list, or is cleared manually by the person performing watch supervision duties.

 

The OS/CIC is normally expected to verify employee attendance within 15 minutes of scheduled shift start.  Manual verification of attendance will be accomplished via  right clicking on the employee’s name in the On Duty list, and having an associated memo or remark field accompanying the name.  All OS/CIC verifications will be electronically documented and retained in the database.

 

If no action is taken on a highlighted employee for a period of 90 minutes, the individuals name will flash yellow, and the auto-sign out will be disabled for that employee.  Upon positive verification by the OS/CIC, the employee's name will be returned to the normal default color.

 

Leave, TOS (“Time Outside Shift”, E.G. credit hours, compensatory time, overtime, etc.), and shift editing will be handled via a context sensitive menu activated by “right clicking” on the employee's name in the On Duty list.  An employee will be able to enter their own leave, TOS, and shift edits.  The OS/CIC is responsible for and will verify these changes, or will be able to enter the changes on the employee's behalf.

 

As employees are auto-signed out, their names will be removed from the On Duty list, and will appear on the shift history tab.  A re-display option will appear on the shift history tab in order to return individuals to the On Duty list, if necessary due to operational requirements.
