| This page is intended to assist FacReps in formulating local MOUs on CRU-X. Completed MOUs will be found here as well as information about various issues. |
| IMPORTANT: Section 2 of the CRU-X MOU: "Cru-X data may be used to research the events associated with the occurrence of an operational error/deviation only after such determination has been made." |
| IMPORTANT: Section 1 of the CRU-X MOU: "Prior to implementation of Cru-X software at any facility, the Parties at the facility level shall negotiate which optional settings of the software will be utilized." In no way does this restrict your right to negotiate local I&I issues with the FAA despite anything said to the contrary at your CRU-X focal training. You cannot negotiate changes to the software, however. (See Notes from the July 18 LR meeting, below.) |

If you do not want certain components of CRU-X for reasons the National Office has identified, set your optional settings as shown on the CRU-X Home Page. In addition, make certain that the CRU-X data files are located on a computer drive that is not accessible except by the appropriate administrative staff.
For those who want to test CRU-X, craft a local MOU with a defined time frame and for testing only. |
What is advised is:
- Allow NATCA equal and convenient access to all Cru-X information except personal. Believe it or not this thing may help us win some grievances by providing us with good data.
- Await software changes that enable regular reporting of any and all accesses made to radar replay or radar live, and possibly to personnel data. This cannot be included in your MOU but is being addressed at the national level.
- State clearly that the actual time of sign-in/out will never be used for any disciplinary purpose. You can edit your in-out time but the program can certainly capture when that took place.
- In CruOps under tools, there is an item called "Set Duty Board Alerts". This controls whether people's names turn red or yellow after a certain time, either on break or on position. These are not fixed and can be changed by the sup on duty. If you have a problem with that, you may want something in your MOU about how this can be used.
- Breakdown all "other duties" done by bargaining unit members into two categories
- Representational
- Article 17
All of your Representational time will need to conform to the standards set in Article 2 of the Contract. It will be important for you to keep track of this time and manage it appropriately. The categories can be changed, deleted, or added to by anyone with supervisor access. You can also write them into your MOU.
